dc.description.abstract | The Kusuka Card is a card used by fishermen as an identity and can also be used to receive assistance, create business groups and as other requirements for completing documents as marine and fisheries business actors. The kusuka card is a program based on PERMEN KP NO.41 of 2022 concerning Cards for Business Actors and Supporting Actors in the Maritime and Fisheries Sector. This research aims to see how the Kusuka Card Program is implemented in the context of protecting and empowering business actors, accelerating services, increasing welfare and creating efficient implementation based on Charles O. Jones's theory, namely Program Implementation with Organizing, Interpretation and Implementation indicators. The method used in this research is descriptive qualitative with data collection techniques in the form of interviews, observation and documentation. The results of this research indicate that the implementation of the Kusuka Card Program for Fishermen in Sentang Village, Serdang Bedagai Regency is still not optimal because there are still many fishermen who have not registered to make a Kusuka Card. It turns out that many fishermen in Sentang Village still don't know about the Kusuka Card program. From the results of this research, the researcher recommends that the Serdang Bedagai District Fisheries Service, which collaborates with the Ministry of Maritime Affairs and Fisheries Extension Officers, be more active in implementing the Kusuka Card program, such as carrying out comprehensive outreach. | en_US |
