Organizational Culture in the Implementation of M-Passport at the Class 1 Immigration Office, Special TPI Medan
Abstract
This research examines organizational culture in the implementation of MPaspor
at the Immigration Office Class I Special TPI Medan. The aim of this study
is to analyze the organizational culture in the implementation of M-Paspor at the
Immigration Office Class I Special TPI Medan. M-Paspor is a technology-based
public service innovation aimed at improving efficiency and effectiveness in
passport processing.
This research employs a qualitative method with a descriptive approach to
deeply understand the phenomena under study. Data were collected through
interviews, observations, and document studies, with data validity ensured through
source and technique triangulation. Data analysis was conducted systematically
through the processes of reduction, presentation, and conclusion drawing. The
focus of the research is on the organizational culture in the implementation of MPaspor
as a form of e-government in public service. This study uses organizational
culture indicators according to Robbins and Judge (2015), which include
innovation and risk-taking, attention to detail, outcome orientation, people
orientation, team orientation, aggressiveness, and stability.
The results of the study show that organizational culture has a significant
positive impact on the successful implementation of M-Paspor. Organizational
culture indicators such as support for innovation and risk-taking, attention to
detail, outcome orientation, people orientation, team orientation, aggressiveness in
facing challenges, and stability have proven to be key factors in enhancing service
effectiveness. The implementation of M-Paspor has successfully addressed various
pre-existing issues such as long queues, non-transparent costs, and illegal
brokerage practices. Service efficiency has significantly increased, reflecting the
successful integration of digital technology with a supportive organizational
culture. The alignment between the organizational culture of the Immigration
Office and the PASTI values of the Ministry of Law and Human Rights demonstrates
the internalization of these values into daily work practices. This not only enhances
service quality but also reflects the successful implementation of broader egovernment
initiatives, with improved transparency, accountability, and efficiency
in public services.
