Konflik Agraria Tanah Ulayat Masyarakat Desa Lumban Sitorus dengan PT Toba Pulp Lestari di Kecamatan Parmaksian, Kabupaten Toba

Abstract

This thesis describes the agrarian conflict of customary land in lumban sitorus village. The purpose of this thesis research is to find out the factors that cause agrarian conflicts, efforts made to resolve conflicts and the impacts faced by the lumban sitorus community. This research uses the theory of agrarian politics, and agrarian conflict. The research method used in this research is a qualitative method, with a descriptive type of research where researchers use interview techniques. The results of this study are the factors that cause conflicts, namely, the factor of unilateral land claims by TPL, the factor of indigenous peoples' teachings, and the factor of unclear land ownership. The efforts to resolve conflicts made are by mediation and plans for legal channels, while the impact felt by the Lumban Sitorus community is an economic impact that causes reduced community income and a social impact that causes differences in perceptions, goals and interests in the Lumban Sitorus community.
