This research aims to evaluate the implementation and sustainability of the achievement scholarship program in Pakpak Bharat district using the CIPP (Context, Input, Process, Product) model. This program is designed to support high achieving but financially disadvantaged students in continuing their education. This research is useful for providing policy input and recommendations for policy makers on how to manage and improve the quality of the Scholarship Program.
This research uses descriptive research methods using qualitative analysis. With research informants: Head of the Pakpak Bharat District Education Office, Scholarship Program Manager, students who are program beneficiaries and parents of students who are program beneficiaries. The data sources used are primary and secondary data with data collection techniques through observation, documentation and interviews. Data analysis techniques use data reduction, data presentation and data verification.
The research results show that this program is very relevant in improving the quality of education in Pakpak Bharat Regency, even though it faces several obstacles such as bureaucratic procedures, late disbursement of funds, and insufficient budget. Evaluation of context aspects reveals that this program is important for improving the quality of human resources in the Pakpak Bharat Regency area. From the input aspect, funding support and adequate infrastructure are important factors in the success of the program. The program implementation process shows positive results although there are still several administrative obstacles. From a product aspect, this program has succeeded in helping hundreds of students continue their education and improve their academic performance. In conclusion, this achievement scholarship program has made a significant contribution to improving access and quality of education in Pakpak Bharat Regency, although there needs to be continuous improvement to overcome various existing obstacles.
