Generasi Berencana (GenRe) is a program owned by the P3APMP2KB Office with senior
high schools (SMA) and equivalent which is a program that focuses on adolescent reproductive
health. This program is a form of collaborative governance between the Medan City government
and SMA/K Medan City. This program contains socialization, education and facilitators on the
Basic Threats of Adolescent Reproductive Health (TRIAD KRR). The purpose of this research is to
find out how collaborative governance through the GenRe program can prevent TRIAD KRR in
Medan City.
The research method used is qualitative with a descriptive approach. Data were collected
using interviews, observation, documentation, and literature. The data were analyzed qualitatively
using collaborative governance indicators from Ansell and Gash (2007), including initial
conditions, institutional design, facilitative leadership, and collaboration process.
The results of this study show that in the collaborative governance process which begins
in the initial conditions, the socialization of the program to the high school, the commitment given
by both parties with the planning of making a decree as support. Furthermore, institutional design
in the distribution of clear human resources and the existence of forums supported by clear
procedures in the collaboration process. Then, there is good leadership in facilitating the
collaboration with direct guidance to the field and regular supervision. Finally, the collaboration
process that runs well is supported by coaching, activity discussions, activity reports and the
school environment. The challenges faced in maximizing this program are the lack of funds and
the collaboration process from both the agency and the school.
