dc.description.abstractPoverty in rural areas is a main problem that must be resolved and must be prioritized in implementing development for community welfare. The problem of poverty that occurs in villages is always caused by many factors, including: the relatively low quality of human resources or society, people who are powerless, and also village potential that has not been fully managed well. One of the government's efforts to develop villages and reduce poverty rates in villages is through the Kemendesa PDTT Number 83 of 2017 concerning Determination of General Guidelines for Village Innovation Programs. The Village Innovation Exchange is held to assist villages in improving the quality of village development activities and community empowerment through developing potential in the village which will be funded by village funds, with inspiration and alternative choices of activities for village development and community empowerment that are considered innovative and proven successful. This research aims to find out how the Village Innovation Exchange (BID) is implemented in developing village potential in Hutabolon Village, Pangururan District, Samosir Regency. The research method used is a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and document recording. The data obtained was then analyzed qualitatively by examining all the data that had been collected which was supported by the results of interviews with the theoretical approach of Donald Van Meter and Carl Van Horn's policy implementation model which includes: policy targets (policy measures and objectives), resources, communication between organizations and implementing activities, characteristics of implementing agencies, social, economic and political conditions, and attitudes of implementers/dispositions. From the research results, it can be seen that the implementation of the Village Innovation Exchange (BID) in developing village potential in Hutabolon Village, Pangururan District, Samosir Regency, has basically not gone well. In achieving policy goals and measures, it still needs to be improved, communication has not been established well, and social, economic and political conditions have not had a positive impact through innovation in developing the potential of Hutabolon village.en_US
