The purpose of this study is to find out and analyze the effectiveness of the HIV/AIDS control program at the Medan City Health Office. The form of research in this study is descriptive research using qualitative research methods. To determine the research informant using the purposive sampling technique. Then, in this study, the researcher uses the source triangulation technique and triangulation method. The results of the study show that the effectiveness of the HIV/AIDS control program at the Medan City Health Office includes the determination of program goals, program socialization, achievement of program goals, and program monitoring. From these four indicators, it can be seen that the HIV/AIDS control program in Medan City has been running effectively, but in the implementation of the program there are still obstacles related to the openness of HIV/AIDS sufferers in Medan City who do not want to open up, making it difficult in the process of screening and preventing HIV/AIDS transmission in Medan City.
