Medan City is facing transportation problems such as traffic congestion caused by the number of vehicles of various types is constantly increasing every year. The number of vehicles will surely be in direct proportion to the population growth, because the more people will need the vehicles continuously increasing. The weak public awareness of cross-traffic regulations has emerged as a result of the low level of discipline of the public in driving, thus giving rise to a culture of undiscipline in the public. Therefore, the Field City Government through the Liaison Service has become an important player in implementing activities to minimize traffic congestion and traffic violations through the Implementation of the Area Traffic Control System Program. ATCS is an information technology-based traffic control system in an area that aims to optimize road network performance through optimization and coordination of traffic lights setting at each intersection The type of research used in this study is causal associative research using questionnaires and survey research methods. Data gathering techniques using lift spread (Kuesioner). Validity test using product moment analysis techniques, reliability of the angket using the croanbanch alpha formula, and data analysis with
the help of the IBM SPSS Statistic program 25.
The results of the study showed that the Simple Linear Regression Equation showed Y = 32,446+0,205 X. The result of the hypothesis test indicated that there was a positive and significant influence between the Impact of the Implementation of the Area Traffic Control System Program and Public Driving Behavior with a significant value (0,000 < 0,05) and t-counting (8,913 >1,660). Then the test result of a determination coefficient (R2) of 0,529 which means the impact produced by the Imployment of the area traffic control system program on the Public Driving Behavior was 52.9%, while the remaining 47.1% was influenced by factors other than this study.
