Kolaborasi Masyarakat Desa dengan Pemerintah Daerah dalam Mengembangkan Destinasi Wisata Pantai Barat Desa Panggautan Mandailing Natal

Abstract

The West Coast tourist destination Panggautan Village is one of the tourist destinations in Mandailing Natal Regency, now its existence is starting to be recognized by tourists. Efforts are being made to develop the West Coast tourist destination Panggautan Village by the village community together with the Regional Government. The West Coast tourist destination Panggautan Village, Mandailing Natal is a traditional tourist destination which is managed directly by the local community and there is no interference from outside parties such as investors who own capital in the tourist destination area. The Village Community and Regional Government collaborate in efforts to develop and utilize this tourist destination to create economic prosperity for local community families and maintain the tourist destination so that it becomes a sustainable tourist destination in the future. Collaboration between the Regional Government and village communities in developing tourist destinations is the right effort to achieve the goal of mutual progress. This research aims to find out what local potential needs to be developed in the West Coast tourist destination of Panggautan Village, to find out efforts to promote the West Coast tourist destination of Panggautan Village, to find out the obstacles in developing the West Coast tourist destination of Panggautan Village, to find out the collaboration between the Regional Government and the community in developing the West Coast tourist destination Panggautan Village, Mandailing Natal Regency. This research uses a qualitative method with a descriptive type. Data collection techniques use observation, interviews and documentation techniques. Research was conducted on regional governments, village governments, village communities and tourist visitors. The research results concluded that collaboration between village communities and the Regional Government in developing the West Coast tourist destination Panggautan Village, Mandailing Natal has gone well, however there are still obstacles that hinder it due to land conflicts and thuggery in the tourist destination area. Efforts to develop this tourist destination still require attention from the Government in terms of empowering the community, in order to achieve more targeted tourist destination development so as to create progress and independence for the people living in the West Coast tourist destination, Panggautan Village, Mandailing Natal.
