| dc.description.abstract | Rural governments play an important role in realizing good governance at the village level. However, the capacity of the village government to carry out its duties and functions is still an issue that is always faced by the village government in realising good governance. As one of the villages with potential in Asahan Regency, Padang Mahondang Village must seek various ways to realise Good Governance in Padang Mahondang Village, one of which is by developing the capacity of the rural government itself.
This research is entitled "Capacity Development of the Rural Government in Realising Good Governance in Padang Mahondang Village, Asahan Regency." This study aims to determine the strategies and efforts to develop the capacity of the Village government to realise Good Governance in Padang Mahondang Village, as well as the factors that influence the Rural Government in realising Good Governance in Padang Mahondang Village. This study used a qualitative research method with a descriptive approach. Research data were obtained through interviews, observations, and documentation of informants consisting of the head of the agency, village head, village secretary, village officials, and community leaders.
The results of this study show that there is a serious problem in the governance of the village. The village government fails in carrying out its primary duties and functions, especially in providing basic services to the community. This failure manifests itself in various forms, including inadequate availability of rural resources and supplies and inefficient administrative processes. This research identifies the irresponsibility of the Chief of the Village in the implementation of the vision and mission of the Government of Padang Mahondang that has resulted in the worse social and economic conditions of the people of the village of Padang Mahondang, which is proved by the low level of education, the minimal field of employment, and the poor public facilities provided by the Government. Therefore, the role of the authorities in providing oversight over the government of the village of Mahondang should be increased, and the government of the village should pay more attention to the capacity of the human resources of the rural equipment by conducting technical guidance, education, and training, and support should be more directed and tested. | en_US |
