    Abstract
    The Indonesia Smart Program is one of the government's efforts to improve the quality of education and reduce social disparities in accessing education throughout Indonesia for underprivileged families. The Indonesia Smart program is very supportive to realize a 9-year compulsory primary education program and universal secondary education or 12-year compulsory education. The policy phenomenon in the field of education, precisely in the school of SMA Negeri 1 Medan City which is registered with the North Sumatra Provincial Education Office, the problem that exists is that the implementation of the Smart Indonesia program is not running effectively and inefficiently at SMA Negeri 1 Medan City. Therefore, this study aims to find out and describe the evaluation of the Indonesia Smart program at SMA Negeri 1 Medan City which is registered with the North Sumatra Provincial Education Office. This study uses a descriptive research method with a qualitative approach, data collection techniques are carried out by interviewing, observing and recording documents related to the implementation of the Indonesia Smart program. The data obtained was then analyzed qualitatively by reviewing all the collected data supported by the results of interviews with a theoretical approach put forward by Dunn (2003) through Brainstorming indicators, Argumentation Analysis, and User Surveys. From the results of this research, it can be seen that the implementation of the Smart Indonesia Program must be further improved in verifying participants who register for the Smart Indonesia Program, because this program still has the phenomenon of not being on target and inequality in the provision of aid funds for the Smart Indonesia Program. There are still many recipients of PIP assistance funds at SMAN 1, especially in class X, who have not received assistance funds from the Smart Indonesia Program. One of the factors that supports inaccurate targeting is the existence of asynchronous data verification factors. So, PIP recipients receive financial assistance even though the students are capable. Then there was falsification of data provided by prospective recipient participants with data that already existed at the Ministry of Education and Culture.
