    Abstract
    Sipolha Horison Village is an area located in Pematang Sidamanik District, Simalungun Regency. The existence of Sipolha village has received special attention by the Simalungun Regency government as a regional development priority and as a tourist area on the shores of Lake Toba. Sipolha with its regional potential still faces various problems in increasing the existing regional potential. This can be seen in the lack of government role, especially in the Kelurahan as the main actor in controlling regional potential in Sipolha. The role of the Kelurahan Government as a forum for the formation of a government affairs must be able to organize government, community and development affairs, especially in this case its attention in Sipolha Horison Village. The research method used is a descriptive method with a qualitative approach. In conducting research, researchers conducted interviews, observations, and documentation to answer research problems. In his research, researchers used the theory of the role of local government from Muhadam Labolo (2010: 32). To check the validity of the data, triangulation techniques of sources and techniques were carried out, namely comparing several sources and data collection techniques. The results of the findings in the field, the researcher concluded that the Government's Role as a Regulator is improving infrastructure, especially on road access to tourism and trying to revitalize several tourist attractions in Sipolha Village. However, this indicator still cannot be said to be effective because there is still a need for other policies and regulations to support the increase in regional potential in Sipolha Village. The role of the government as a catalyst is still unable to meet the needs of the community and region. This can be seen from several community complaints, such as the function of the lurah office, which no longer functions to deal with administrative issues and residents' access to various information. The government's role as a facilitator can be seen in the introduction of capital loans for business actors and the government's efforts to collaborate with the private sector to conduct training for several farmer groups in Sipolha. However, it still needs attention, especially to facilitate the needs of the community and the region to support the increase in regional potential in the Sipolha Horison village.
