dc.description.abstractEarthquake emergency management aims to provide responsive services to victims immediately after an earthquake such as health services, distribution of logistical assistance, and restoration of vital facilities and infrastructure. The handling of earthquake emergencies in North Tapanuli Regency in 2022 was identified as not having been carried out effectively, because the needs of victims were not met evenly and were not distributed in a timely manner. This research aims to find out and describe in detail the coordination in the emergency handling of earthquake disasters in North Tapanuli Regency in 2022. The research method used in this research is a qualitative approach with a descriptive method. Data collection was done by interview, observation, and documentation. The data obtained were analyzed qualitatively with a coordination theory approach proposed by Sugandha (1988: 83-101) which includes: organizational structure, planning, procedures, and supervision. The results of this study show that the establishment of an organizational structure and planning were effectively coordinated. However, procedures and supervision were not effectively coordinated. In the organizational structure subvariable, the structure describes important functions as part of the main task, there is unity of command, and a clear division of labor. In the planning sub- variable, the activity plan, the method of implementing activities, and the facilities used are well coordinated. Furthermore, in the procedural implementation, the distribution of basic food assistance to earthquake victims was not procedurally correct, because the distribution was not on time, and was inconsistent. In the supervision sub-variable, it was found that the implementation was not in accordance with the plan, where a third party provided assistance directly to the victims; the implementation was not in accordance with the procedure, where the distribution of assistance was not in accordance with the procedure; the implementation was not in accordance with the objectives, the needs of the victims were not met evenly and not on time.en_US
