dc.description.abstract | Collaboration in handling waste generation and reducing the volume of waste that goes to landfills is needed because the government alone is not enough to handle the problem. Therefore, the context of collaborative governance between the government, the community, NGOs, and the private sector is needed to overcome this problem.
This study aims to determine the collaborative governance between the community and the government in the effectiveness of waste bank management in Tanjung Sari Village, Medan Selayang Sub-district. The research method used in this research is descriptive research with a qualitative approach. The collection was done by interview, observation, documentation, and literature techniques. The data were analyzed qualitatively with a theoretical approach Ansell and Gash (2008) define that collaborative governance is a government arrangement in which one or more public bodies directly involve non-state stakeholders in a formal, deliberative collective decision-making process and aim to make or implement public policies or manage public programs or assets. The indicators of Ansell and Gash (2008) are first, initial conditions where there is the same vision, mission, and goals in collaborating; second, institutional design, namely the rules of the game or the determination of the collaboration carried out such as a Decree (SK); third, leadership is needed in collaboration as a bridge of information and personal branding of a program; and the last is the collaboration process by setting five processes, namely face-to-face dialogue, building trust, commitment, mutual understanding, and intermediate results of the collaboration process.
The results showed that Collaborative Governance Between the Community and the Government in the Effectiveness of Waste Bank Management in Tanjung Sari Village, Medan Selayang Subdistrict has not been fully implemented effectively from several indicators in the collaboration process, there is still a lack of community role in undergoing this collaboration even though the government and waste banks have been able to facilitate the implementation of the program. | en_US |
