In the last 3 years Medan City has been ranked in the top two for producing the most open unemployment, with a figure of 10.81 percent in 2021, 8.89 percent in 2022 and in 2023 with 8.67 percent (BPS North Sumatra). To overcome this, the government established the Vocational and Productivity Training Center (BPVP) based on the regulation of the Minister of Manpower of the Republic of Indonesia Number 21 of 2015 concerning the Organization and Work Procedures of the Technical Implementation Unit for the Field of Job Training which has the task of carrying out training, empowerment and competency testing of the workforce. However, there is a problem regarding the main tasks and functions of the Vocational Training and Productivity Center of Medan City, which is still a lack of capacity and capability building for job training for the workforce in Medan City to be able to fill global market demands, and create jobs professionally and independently.
The research method used in this research is descriptive research with a qualitative approach. Data collection was conducted using interview, observation, and documentation techniques. The data obtained were analyzed qualitatively with the approach of organizational performance theory proposed by Agus Dwiyanto, with indicators of Productivity, Service Quality, Responsiveness, Responsiveness, and Accountability.
The results of this study indicate that the transformation of the Employment Link and Match at BBPVP Medan City is still not well implemented, it can be seen from the small number of BBPVP Training Alumni who work. Of the five Indicators there are 2 indicators that need to be improved, namely indicators of productivity and responsiveness where the need for additional packages for each vocational in one period that can be submitted to the Ministry of Manpower. Finally, regarding the Service Quality Indicator regarding the Employment Survey, it can be emphasized to alumni to fill in, in order to see the extent of the success of BBPVP Medan City in providing training to the community.
