Regional Government's Foreign Cooperation in Sister City between Medan and Gwangju
Abstract
Sister City has become a development instrument of Medan since 1997 for its
development acceleration rare. However, until 2023 Sister City cooperation
between Medan and Gwangj11 had been categorized as ineffective cooperation in
its implementation. This was because, in reality, the cooperation was only in
education, Student Exchange program each year. Referring to this problem, a
deep analysis is needed on the factors which influence the implementation of
Sister City cooperation between the two cities in 26 yeas. lt seems that it has no
significant impact on the development of Medan. Discursive Neo-institutionalism
tmd lnstilutionalism is closely related to find out the factors which influenced the
implementation of the Sister City cooperation between the two cities in which
values, norms, structure, and management of development are done ad facilitated
by the role and the function of institution as the actor in the Sister City
Cooperation.
The research uses qualitative method. It discusses and solves the research
problems by normative and empirical approaches. The data are analyzed by using
data reduction, ata presentation, and drawing conclusion. The result of the
research shows that there is an institutional function in the sister city cooperation
in the international politics which is not done by the institulion as the actor of the
cooperation ClS follows: 1) Coordinative function which consists of the factor of
Commitment to Link, Leadership, Structure, and Management, Communication,
and Monitoring and Evaluation, 2) Communicative fimction of institution. The
problems are analyzed through Discursive Institutional theory in which the role of
the actor in the Institution is to implement the policy which needs idea and
discourse. ln this case, the idea is the groups of materials and discourse as the
process in implementing the materials {Vivien A. Schemidt, 2017).
