The Role of The Manpower Department in Expanding Employment Opportunities to Overcome Unemployment (Case Study in Asahan District, North Sumatra Province)
Abstract
This researchis motovated by the high unemployment rate in Asahan Regency annually. The Manpower service as an extension of the government in expanding job opportunities and tackling unemployment has carried out various programs such as job placement job training, job fairs and the creation of job search websites. However, the non-optimal work program causes the unemployment rate to remain high in Asahan Regency. This research attempts to answer the ongoing problem of unemployment by using role theory in terms of the role of policy, the role of strategy, the role of communication and the role of mediator. This research uses a qualitative approach where data are collected by using interviews, observation and documentation techniques. The research results concluded that the work program carried out by the Manpower Department was not optimal because firstly, the Manpower Department did not have a special policy role. Secondly, human resources causing th e strat egic role carried out by the labor department has not been achieved. Third, the lack of socialization of SIKAS in terms of its communication role makes job seekers are not aware of the employment website owned by the Asahan District Manpower Service. Fourth, the lack of supporting budget and infrastructure which causes the achievement of work programs are not optimal.
