Policy on Marine Tourism Development in The Old Port Tourist Area of Sibolga

This study is motivated by the decline in tourist visits to City of Sibolga, leading
the Sibolga City Government to establish Regional Regulation No. 3 of 2020 as a foundation for tourism development in Sibolga.This regulation is implemented in
the Old Port Tourist Area of Sibolga throughthe construction of tourism facilities.
Ideally, these facilities should serve as a means to develop tourism and attract tourist to visit Sibolga. However, in reality, these tourism facilities have not been optimally utilized. Therefore, this study aims to understand why this is happening by applying Van Meter and Van Horn’s implementation theory, considering aspects such as policy standards and objectives, resources, communication and dispositions.
Characteristics of implementing agents, and social, political and economic support.
The research adopts qualitative approach, collecting data through interview, observation and document studies. The finding indicate that marine tourism has not developed in the Old Port Tourist Area of Sibolga due to several reasons.
Firstly , the policy standards and objectives set by the Sibolga City Government have not been achieved, as the development has not been optimized even though the facilities were completed on time, resulting in no increase in domestic and international tourist visit to Sibolga. Secondly, the available resources including human resources, budget, and time are inadequate. Thirdly, there is
internal conflicts within the Tourism and Culture Office (Dinas Parpora), leading to poor nternal communication. Lastly, the economic support in terms of budget does not support
the implementation of this policy.
