Implementasi Peraturan Daerah Kota Medan Nomor 2 Tahun 2022 tentang Penyelenggaraan Perpustakaan dalam Mewujudkan Tujuan Penyelenggaraan Perpustakaan

Abstract

This research evaluates the implementation of Regional Regulation No. 2/2023 on Organizing a Library. The main purpose of this regulation is to increase the library service quality, encourage interest in reading, to broaden people's insight and knowledge, and protect people against the negative impact of social media.

The research uses qualitative methods focused on the process and meaning of description. Qualitative method is chosen to gain profound understanding about the implementation of the regulation. The data are collected by conducting in- depth interviews with the employees of the Library and Archive Agency of Medan and with the library users. Besides that, direct observation in the field is done to {find out the real condition of the implementation of this regulation. The collected data are analyzed thematically to find the patterns and themes concerning the implementation of this policy. The results of the research show that the implementation of the regulation runs smoothly. There is a similarity in perception about the target of the policy, with all people in Medan being willing 0 use the library. The Library and Archive Agency in Medan has qualified human resources, although it still needs more employees. Communication in promoting the library is considered effective, indicated by good coordination with stakeholders, and the adequate facility and infrastructure support the objective of organizing the library.
