This research was chosen because of the interest of the researcher in the strategy carried out by the General Elections Commission of Samosir Regency in organizing the Candidate Debate in the Election of Regent and Deputy Regent ofSamosir Regency in 2020. We all know that the Candidate Debate is a campaign stage that is highly awaited by the public to be able to assess their prospective leaders before making their choices at the time of voting. Therefore, it is necessary to present the candidate debate program that is expected by the community, this research wants to know how the strategy for organizing candidate debates in Local Leaders Election of Samosir in 2020. In addition, what are the obstacles for the General Elections Commission of Samosir Regency in organizing the candidate debate program of Local Leaders Election of Samosir in 2020. This research uses descriptive qualitative method by presenting the data found comprehensively through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and conclusion drawing. The research results show that the strategy of organizing candidate debates of Local Leaders Election of Samosir in 2020 has not been maximally felt by the community. because it is considered not optimal in efforts to disseminate the profiles, vision, and mission, as well as the work programs of the Candidate Pairs to Voters by providing comprehensive information to Voters as one of the Voters 'considerations in making their choices. The recommendations suggested are that the implementation of the debate should be held in the electoral district in an open space and for publication media, the General Elections Commission should focus on media quality or use broadcasting media in one platform that can be seen by people inside and outside the electoral district and can be accessed repeatedly by the public. All of these things are for the sake of efforts in realizing smart voters.
