Construction projects sometimes do not match the schedule that has been set, therefore before carrying out the project requires careful planning so that the project can run smoothly. The implementation of construction projects is often faced with various risks that need to be anticipated. Each risk in a construction project varies depending on the type of activity being carried out. This research was conducted at Sisingamangaraja XII Airport which is an airport located in the city of Siborong-borong, North Tapanuli, North Sumatra. The problem that occurs in this development is that the scheduled work process is not in accordance with the contract, due to several factors that hinder the project work, such as the distance between raw material suppliers, and land ownership problems with local residents. This study aims to analyze the risk of delays in the perimeter fence construction project, and mitigate the risks that occur in the development process using the House of Risk (HOR) phase I and phase II methods. Risk identification contained in the advanced perimeter fence construction project produces 3 risk variables, namely internal risk, project risk, and external risk. The three risk variables are redivided into several risk dimensions such as, labor risk, planning risk, material risk, field work risk, time risk, cost risk, quality of work risk, political risk, economic risk, and weather condition risk, in which there are 20 risk events and 31 risk agents. In House of Risk Phase I produced 14 priority risk agents and in House of Risk Phase II produced 14 risk mitigation actions sorted by ETD value that are easier and more effective to implement in dealing with risk
