dc.description.abstract | Bureaucratic reformation is one of the government's efforts to achieve
good governance which has yielded quick change in the state order reflected in its
various public policies. The issuance of PP (Government Regulation) No. 24/2018
on Electronic Integrated Business License Service is the Indonesian government's
attempt to increase and accelerate business license service in order to make
people easier to access business license service which is integrated electronically
in one system which can be accessed at any place through the SiCANTIK Cloud
Application. Therefore, the researcher tries to explain the effectiveness of
licensing service through SiCANTIK Cloud Application at the Investment and OneStop
Integrated Service Agency, Batu Bara Regency.
The research uses descriptive qualitative method. The location of the
research is at the Investment and One-Stop Integrated Service Agency, Batu Bara
Regency. The informants are taken by using purposive sampling technique. The
data are collected by conducting observation, interview, and documentary study.
The result of the research shows that the Licensing Service through SiCANTIK
Cloud Application at the Investment and One-Stop Integrated Service Agency,
Batu Bara Regency is still not effective, viewed from some indicators, according
to the theory of effectiveness by Duncan in steers, as follows: I) target
achievement, 2) integration, and 3) adaptation target in the SiCANTIK Cloud
Application in providing licensing service in Batu Bara Regency. Server
disruptions, the people's lack of knowledge, and the limitation of knowledge of
human resources toward the implementation of licensing service through this
application become the inhibiting factors of its ineffectiveness even though
Socialization, evaluation of the draft of budget and provisioning for the personnel
of the Agency about providing licensing service through this application have
