This research is motivated by the registration of candidacy via the individual route, which requires access through the Candidacy Information System (SILON). The use of this information system maintains the same process and time as the manual method There are numerous obstacles in the system, startingfrom implementation locations such as in Samosir Regency with network conditions that are not evenly stable and issues with the system. The objective ofthis research is to describe how the candidacy information system is used at the stage of registering candidates via the individual route in Samosir Regency and to analyze the obstacles in using the system. The research uses the theory ofpolicy implementation by Merilee S.Grindle in analyzing the use ofthe 2020 regional head election candidate information system for individual candidates in Samosir Regency.
This is a descriptive qualitative research method that presents the facts comprehensively using data collection techniques through interviews, documentation and observation. The objects in this research consist ofthe Samosir Regency KPU, Samosir Bawaslu, District Election Committee, Liaison Officersfor individual candidates. Data analysis techniques consist of data reduction, data presentation, condensation and drawing conclusions.
The research results show that the Samosir Regency KPU (General Election Commissions) has implemented a nomination information system in the 2020 Regional Head election for individual candidates in Samosir Regency in accordance with the technical instructions and specified stages. However, due to frequent system changes and unsupportive environmental conditions, the use and working of the system are not yet optimal to support the efficiency and principles of the KPU. It is necessary to evaluate the policies in the candidacy information system in each process in each process used.
