dc.description.abstractPadangsidimpuan City has great economic and tourism potential supported by the service and tourism industry. Padangsidimpuan City continues to strive to expand access to information and technology networks that can be reached by the entire community. However, the challenges faced in the digitalization era are quite large. This research is aimed at analyzing legal aspects in the development of a digital-based creative economy, the role of district/city governments in supporting the development of the creative economy in digital-based economic development efforts in districts/cities based on positive legal rules in Indonesia, as well as obstacles to the development of the creative economy in development. digital-based economy in Padangsidempuan City and the role played by the Padangsidempuan City Government to overcome these obstacles. The research method used is normative juridical research, which is supported by primary and secondary data sources. All legal materials were collected using library research techniques using document study data collection tools. Apart from that, field studies were also carried out using interview methods and analyzed qualitatively. The results of the research and discussion concluded that structured and integrated legal support, as well as close cooperation between the government and creative economy actors in adopting strategic steps, are the keys to promoting the growth of the digital-based creative economy in Indonesia. Close collaboration between the government and creative economy players in adopting measures such as improving digital services, developing adaptive human resources, integrating research and development, advancing financial technology, strengthening the innovation ecosystem, and collaborating with startups, can accelerate the transformation to a digital ecosystem. Meanwhile, Padangsidempuan City needs to overcome the obstacles it faces, including limited digital infrastructure and creative education, incompatible regulations, and weak intellectual property rights protection, to create a conducive environment for the growth of the digital creative economy at the local level.en_US
