dc.description.abstractWaste is part of human life. Garbage is waste material that is no longer used. Waste should receive serious attention and handling. However, due to a lack of understanding by the public and the government, as well as a lack of funds and income for the majority of society, this waste problem has been neglected. Currently, most people are aware of the bad effects of waste, including causing flooding, disease and odors that can disrupt life, but this is not balanced by the behavior of the people themselves. The formulation of the problem in this thesis research is how to manage waste in Regional Autonomy in Medan City, how to synchronize vertically and horizontally between Regional Regulation Number 6 of 2015 concerning Waste Management in Medan City and Law Number 18 of 2008 concerning Waste Management, what is the effectiveness of Regulations Regional Number 6 of 2015 concerning Waste Management in Medan City. The research method used is a normative legal research method which is supported by empirical data, namely interviews with Baharuddin Harahap, S.Sos. Head of the Waste and B3 Waste Division of the Medan City Cleaning Service. The information obtained was analyzed using qualitative methods to draw conclusions deductively. From the research results, it can be seen that waste management in Regional Autonomy in Medan City is according to Article 5 of Regional Regulation Number 6 of 2015 concerning Waste Management in Cities. Vertical synchronization is carried out with the aim that the substances regulated in statutory products do not overlap, complement each other, are interrelated, and the lower the type of regulation, the more detailed and operational the content material. The effectiveness of Regional Regulation Number 6 of 2015 concerning Waste Management in Medan City is not yet fully effective, especially regarding monitoring and implementing sanctions against violators. The supervisory function in implementing waste management has not been carried out effectively.en_US
