dc.description.abstractThe results showed that criminal law policy (penal policy) in an effort to eradicate the abuse and illicit trafficking of narcotics in Indonesia is a functional repressive effort of criminal law policy in the executive field implemented by investigators, so there are several formulations of narcotics offenses that exist in Law Number 35 of 2009 concerning Narcotics but are no longer regulated in Law Number 1 of 2023 concerning the Criminal Code. The North Sumatra Provincial BNN has carried out the destruction of cannabis fields in 2022 with activities at 4 (four) points in the Tor Sihite Mountains of Mandailing Natal Regency. While the obstacles in implementing the destruction of cannabis fields in North Sumatra Province are still budget gaps that are not in accordance with the risks faced, lack of medical personnel, lack of facilities and infrastructure, there is no special MOU for destroying cannabis fields, and uncooperative surrounding communities. Efforts to overcome obstacles are BNN North Sumatra Province planning budget allocations, committing to strengthen cooperation and planning MOUs with local governments and related institutions. The research method used is normative juridical law which is analytically descriptive. Research data using primary, secondary and tertiary legal materials collected by interviews and analyzed by qualitative analysis method.
