Program Performance Evaluation Study is a stage in public policy that aims to assess the usefulness and value provided by a program. The Deli River Normalization & Gotong Royong program is part of the water damage control aspect which is included in the form of Water Resources management. River Normalization aims to restore the function of the river as it should be carried out continuously. Through the existing conditions that occur in the Deli River in Medan City, the threat of siltation and the inability of the river to accommodate water discharge is evidence of the importance of normalization. From September 2023 to December 2023, the Medan City Government together with the Sumatra II River Basin Center, Kodam I Bukit Barisan, various agencies, villages, and sub-districts in Medan City worked together by searching and dredging sediments of the Deli River as far as 34.5 km for 64 working days. This research aims to describe in detail the performance evaluation of the "Normalisasi & Gotong Royong Sungai Deli" program using the CSE, CSE-UCLA approach.
The research method used in this research is descriptive research with a qualitative approach. Data were collected using interview, observation, and documentation techniques. The data obtained qualitatively with the approach of program performance evaluation theory proposed by Alkin, M.C. with an emphasis on the components of System Assessment, Program Planning, Program Implementation, Program Improvement, and Program Certification.
The results of this study indicate that the Deli River Normalization & Gotong Royong program produces a significant increase in work realization, but has not been able to become a flood control effort for the Deli Riverbank community in Medan City. Of the 5 components of CSE, CSE-UCLA, focused on 3 components, namely System Assessment related to the vision, mission and objectives of the program, the Program Planning component related to the non- existent program guidelines so that in terms of Program Implementation as the main component focused on the issue of the impact of slash and burn. This is because the slash and burn activities in the Deli River Normalization & Gotong Royong program accelerate river water runoff to community settlements.
