dc.description.abstract | The problem of importing used clothing that occurs in Indonesia, especially in the City of Tanjug Balai, is causing problems, clothing merchant and industrial actors protesting because they are threatened with going out of business due to losing competition and people prefer to buy used clothes rather than new clothes from clothing merchant and the textile industry. The central government through the Ministry of Trade of the Republic of Indonesia made regulations prohibiting the import of used clothing in response to protests by clothing merchant and textile industry regarding the trade in used clothing. Even though this policy exists, the trade in used clothing still occurs at TPO Monza, Tanjung Balai City, which shows that the policy has not been implemented properly. This research aims to determine and describe the supervision of policies prohibiting imports of used clothing to protect micro, small and medium enterprises in the clothing and textile industry in Tanjung Balai City.
This research aims to determine the supervision of the policy prohibiting the import of used clothing to protect clothing businesses and textile industry in Tanjung Balai City. The method used is a descriptive qualitative research method with data collection techniques, namely interviews, observation and documentation. The theory used in this research is the supervision theory put forward by Kartono, (2002:15) which states that supervision is measured from supervision indicators consisting of determining implementation measures (standards), providing assessments (evaluate) and making corrections (corrective).
The results of this research use three criteria. First, determining implementation measures (standards) which are considered not good enough because they are not carried out by the Trade Service, there is a lack of information transparency and there is no authority to take action that has been transferred to stakeholders. Second, providing an assessment (evaluate) is going well according to the regulations, commitment and responsibilities of the Trade Department and stakeholders in Tanjung Balai City. Third, the corrective measures were considered not good enough due to the lack of PPNS staff and officers as well as the lack of facilities and non-existent sanctions which ultimately did not provide a deterrent effect. Things that need to be done to improve supervision include establishing supervisory authority by the center for regional agencies, increasing transparency of information, adding staff to PPNS, officers, as well as facilities and infrastructure as well as implementing sanctions on policy violators. | en_US |
