dc.description.abstractNarcotics addicts are victims of abuse who are affected by the environment where they live, peers, daily life, and lack of understanding of the negative influence of narcotics use that is the cause of abuse to become victims of narcotics abuse. Budget limitations on the rehabilitation of adult addicts in North Sumatra province are the main problem and have an impact on the level of adult addict rehabilitation capacity owned by the Provincial National Narcotics Agency (BNNP) of North Sumatra.. The research method used in this study is qualitative research with a descriptive nature, with direct observation data collection techniques, in-depth interviews, literature studies and detailed document analysis. This research was conducted at the Provincial National Narcotics Agency (BNNP) of North Sumatra. The research informants consisted of doctors, counselors, staff in the field of prevention, and rehabilitation residents. The results of the study show that the capacity in the implementation of rehabilitation of adult addicts in North Sumatra Province from the perspective of human resources owned by the National Narcotics Agency of North Sumatra Province is not ideal in terms of quantity. Then, the finances owned by the National Narcotics Agency of North Sumatra Province are still sourced from the State Budget so that the budget obtained is still not enough to carry out the rehabilitation of adult drug addicts properly. In addition, the state budget for 2024 has decreased drastically by less than 50 percent from the previous year. Reviewed from the capacity of planning and development in the implementation of rehabilitation of adult drug addicts, it is also still ineffective so that there are still residents who are rehabilitated due to coercion and result in residents who have been rehabilitated are likely to abuse drugs again.en_US
