The 2020 Simultaneous Regional Head Election (Pilkada Simultaneous) in
Indonesia is an important milestone in the history of Indonesian democracy with
the introduction of the Recapitulation Information System (Sirekap) by the General
Election Commission (KPU). Even though it is faced with a number of problems
such as complicated installation and activation, network problems, and lack of
understanding from users regarding Sirekap. This research uses qualitative
methods by collecting primary data through interviews, observation, and
documentation, and combining it with secondary data from literature reviews. The
research results show that the KPU has gone through a series of comprehensive
policy analysis stages in the use of Sirekap in the 2020 Simultaneous Pilkada. The
first stage, namely problem definition, emphasizes the importance of using
information technology (IT) in General Elections (Pemilu) in Indonesia to increase
public trust and accelerate recapitulation process. The Indonesian KPU has
carried out academic studies and collaborated with universities to design policies
that suit needs. The second stage, namely future forecasting, emphasizes that the
use of Sirekap in the 2020 Regional Elections will be used as a trial in preparation
for the 2024 General Elections. The Indonesian KPU has carried out a series of
simulations to convince institutions legislative regarding the use of Sirekap. The
third stage, at the policy recommendation stage, highlights that the DPR RI
approved the use of Sirekap in the 2020 Pilkada as a trial for implementation in the
2024 Election. The fourth stage, namely monitoring policy results, shows that the
Indonesian KPU is actively carrying out monitoring and policy adjustment
activities, including the issuance of Juklak and technical guidelines for the use of
Sirekap as well as improvements to these technical guidelines up to two days before
voting day. The final stage, policy performance evaluation, shows that the
Indonesian KPU carried out a detailed performance evaluation, which was realized
in the form of the book "Sirekap 2024 Road Map" in 2021. This book aims to be a
guide for new organizers in improving and using Sirekap in the 2024 Election.
Overall, this research confirms that the Indonesian KPU has taken detailed and
organized steps in implementing Sirekap in the 2020 Simultaneous Pilkada, with
the aim of increasing effectiveness, efficiency and transparency in the
implementation of the general election process in Indonesia.
