dc.description.abstract | Child protection is all activities to ensure and protect children and their rights so that they can live, grow, develop and participate optimally in accordance with their human dignity and worth, and receive protection from violence and discrimination. Therefore, it is necessary to have legal guarantees for child protection activities.The formulation of the problem in this thesis research is what are the factors that cause the crime of sexual abuse against children, how is the legal protection of children as victims of crime of sexual harassment, what are the obstacles in protecting the law against victims of crime of sexual harassment at the Medan Polrestabes.
The research used was a normative juridical research method supported by empirical data, namely conducting interviews with the Head of PPA Polrestabes Medan and Special Investigators for Child Cases of Decency Crimes at the Medan Polrestabes. The data obtained were analyzed using qualitative methods to draw conclusions deductively.
The research results show that the factors causing the crime of sexual abuse against children are the lack of parental supervision of children, environmental factors, law enforcement factors, technological factors, vulnerability factors and of these factors the most frequent are environmental factors and technological factors. Legal protection for children as victims of criminal acts of sexual harassment is carried out through preventive and repressive measures. Obstacles in legal protection for victims of sexual harassment at the Medan Polrestabes is that it is difficult to find the whereabouts of the perpetrators of the crime of sexual abuse in children who have fled and become fugitives, investigators in uncovering criminal acts of sexual abuse in children have limited space and time so it is difficult to complete case files according to predetermined targets, lack of personnel from the Medan Polrestabes PPA Unit, | en_US |
