Implementation of the Cooperative Solar Subsidy Program for Fishermen (Solution) Increasing Fishermen’s Income (Case Study : Palu Sibaji Village, Pantai Labu, District, Deli Serdang District)
Abstract
Implementation gram implementation This research aims to analyze the
implementation of the solar power subsidy program for fishermen in Paluh Sibaji.
To explore the level of acceptance of solar power subsidies, the factors that
influence acceptance, and the impact of the program in improving the socioeconomic
conditions of fishermen. The findings of this research can be input for
local governments in optimizing the implementation of the solar power subsidy
program for fishermen, by paying attention to factors that cause more equitable
receipt and distribution of subsidies. Efforts to increase outreach, simplify
requirements, and improve distribution infrastructure are expected to increase
fishermen's income in the solar power subsidy program in Paluh Sibaji Village.
The research approach used is a qualitative approach. Data collection was
carried out through interviews, observation, secondary data, documentation and
literature study. Furthermore, this research uses program implementation
indicators according to George Edwards III (1980) in the form of communication,
resources, disposition and bureaucratic structure. Furthermore, the research
informants consisted of the Head of the Maritime Affairs and Fisheries Service, the
Head of Paluh Sibaji village, members of the fishermen's cooperative, as well as
participants in the fishermen's diesel subsidy program.
The research results show that the implementation of the solar energy
subsidy program among fishermen in Paluh Sibaji can be measured through
program implementation indicators according to George Edwards III (1980),
namely communication, resources, disposition and bureaucratic structure. Where
the Department of Maritime Affairs and Fisheries has not built good
communication in outreach and interaction with fishermen program participants so
it is still not on target (most recipients of the solar power subsidy program are
obtained by toke/supply). Apart from that, regarding resources, all forms of support
provided to support the implementation of the solar power subsidy program, such
as budget, facilities and human resources in Paluh Sibaji Village, are quite
adequate. Then, the attitude, commitment and characteristics of the implementers
of the solar power subsidy program in Paluh Sibaji Village in carrying out their
duties and authority are carried out well. Furthermore, in the structure of the
mechanisms and procedures the relevant Paduan book does not exist so that the
implementation and supervision of the solar power subsidy program for fishermen
in Paluh Sibaji Village has not been able to achieve maximum targets.
