dc.description.abstract | This research aims to find out and describe educational services in Percut Sei Tuan District Deli Serdang Regency and public service innovations for Back to School Children in Coastal Areas (Kas Anak Kasir) in handling out-of-school children in Percut Sei Tuan District. This research is important to carry out to provide readers with a better understanding and overview of how successful the public service innovation for Back to School Children in Coastal Areas (Kas Anak Kasir) is in handling out-of-school children in Percut Sei Tuan District.
This research used a qualitative descriptive research method. Data collection techniques were carried out using interviews, observation, literature study, and secondary data. This study uses innovation attribute indicators according to Rogers (2003) in the form of Relative Advantage, Compatibility, Complexity, Trialability and Observability. This research was conducted at the Deli Serdang District Education Office and the Laskar Pelangi Community Learning Activity Center (PKBM). The informants for this research consisted of the Secretary of the Deli Serdang Regency Education Service, the Chair of the Laskar Pelangi Community Learning Activity Center (PKBM), the Tutor of Laskar Pelangi Community Learning Activity Center (PKBM), the Chair of the Deli Serdang Child Protection Institute (LPA), the Head of Tanjung Rejo Village, parents of students, and students.
The results of the research show the following: firstly, regarding public services in the education sector in Deli Serdang Regency, especially in Percut Sei Tuan District, it is still lacking in terms of educational accessibility and participation. Secondly, in the innovation of the public service Back to School for Children in Coastal Areas (Kas Anak Kasir) in handling children who have dropped out of school including indicators 1) Relative Advantage: has more advantages compared to the previous service, because children in coastal areas in Percut Sei Tuan District can return to school and continue their education to a higher level.
2) Compatibility: it is in accordance with previous values and experience, but suitability for needs is not optimal because study hours are still limited. 3) Complexity: limited budget, lack of tutors who understand sign language, and obstacles in the data collection process. 4) Triability: this innovation was implemented without a trial, but the public response was quite good. 5) Observability: this innovation has a positive influence and is quite easy to communicate. | en_US |
