dc.description.abstractSince the enactment of Government Regulation No. 16 of 2021 on the Implementation Regulations of Law No. 28 of 2002 on Building, IMB has been replaced by Building Approval (PBG). The change of IMB to PBG certainly has differences that must be observed when implementing it. The problem formulations of this research are: How is the policy arrangement of Building Approval (PBG) after the enactment of Government Regulation Number 16 of 2021? How is the implementation of the Building Approval (PBG) policy at DPMPTSP Medan City? What are the obstacles in the implementation of the Building Approval (PBG) policy at the DPMPTSP of Medan City? The method used is Normative Juridical which is descriptive in nature with a statute approach and conceptual approach. This research data comes from secondary data supported by primary data through interviews with sources. The method used in collecting secondary data is library research. The data analysis used is qualitative analysis with theories relevant to policy implementation. The results show that the regulation of PBG is regulated in detail in PP No. 16 of 2021. To obtain a PBG permit, it must go through 2 stages, namely planning consultation and PBG issuance. Planning consultation is conducted at the Dinas Perkim and then PBG issuance is conducted at DPMPTSP. The implementation of the PBG policy at DPMPTSP of Medan City is in accordance with PP No. 16 of 2021 based on 4 (four) variables or factors that influence the success of implementation according to the theory used. Some of the obstacles in the implementation of PBG at DPMPTSP of Medan City are the rapid changes in laws and regulations regarding PBG at the central level; non-existent PBG implementing regulations; lack of public understanding of PBG application procedures and requirements; and lack of public awareness of the importance of PBG. Efforts to overcome these obstacles are harmonisation of PBG laws and regulations; accelerating the issuance of PBG implementing regulations; direct socialisation to the public and application of sanctions against buildings that do not have PBG according to the provisions of laws and regulations.en_US
