This study aims to describe the performance of the Environmental Agency of Medan City, focusing on productivity and responsiveness in waste management. The research is important to provide a clear understanding and picture to readers regarding the performance of the Environmental Agency of Medan City in managing waste.
The study employs a descriptive research method with a qualitative approach. Data collection techniques include interviews, observation, literature review, and secondary data. The research was conducted at the Environmental Agency of Medan City. The informants consist of the Head of Waste and Hazardous Waste Management, the Director of Permata Hati Waste Bank, the Head of the Equipment and General Subdivision, Non-Governmental Organizations (NGOs), business actors, and the residents of Medan City.
The results of the study indicate that the performance of the Environmental Agency of Medan City in waste management faces significant challenges. In terms of productivity, it is hindered by a lack of human resources, who are tasked with handling nearly 2,000 tons of daily waste, resulting in a heavy workload. Meanwhile, the responsiveness to public complaints is relatively low, with many complaints not being addressed, even though communication channels such as Musrenbang (development planning meetings) and WhatsApp have been provided. The addition of human resources, improvement of the communication system, and the implementation of innovative programs such as strengthening waste banks and applying the zero waste concept are expected to increase public participation, thereby enhancing the overall performance of the Environmental Agency.
