This thesis discusses the role of the East Aceh Regency Government in handling the agrarian conflict between PT Bumi Flora and the people of Banda Alam Subdistrict. Where the conflict between PT Bumi Flora and the people of Banda Alam Subdistrict is that the people of Banda Alam Subdistrict consider the HGU land owned by PT Bumi Flora as land owned by the community since ancient times while the HGU land owned by PT Bumi Flora is a forest release area that has been given by the plantation office to PT Bumi Flora. This study aims to explain how te role played by the East Aceh Regency government in handling agrarian conflicts between PT Bumi Flora and the Banda Alam Subdistrict Community. The research method used is qualitative research method and data collection techniques in this research are interviews and observations.
Based on the results of the research, the factors of conflict are administrative factors and historical land factors. The role of the East Aceh District Government in handling the Agrarian Conflict between PT Bumi Flora and the People of Banda Alam Subdistrict is that the East Aceh District Government acts as a facilitator where the government facilitates meetings between PT Bumi Flora and the People of Banda Alam Subdistrict. Furthermore, the role performed by the East Aceh district government is as a mediator. The government plays an active role in overseeing the mediation between PT Bumi Flora and the community. And finally the role played by the East Aceh district government in handling agrarian conflicts is as a regulator where the East Aceh government has issued a number of regulations on land.
