The strategies of the Dinas Pertanian (Agriculture Office) of Dairi Regency in enhancing arabica coffee production face serious challenges due to the implementation of suboptimal strategies. The decline in arabica coffee production in this region is influenced by several key factors, including a lack of technical training for farmers, limited access to quality agricultural inputs, and minimal support in post-harvest management. Additionally, weak coordination between the office and farmers also contributes to this issue. By improving these aspects, it is hoped that arabica coffee production in Dairi Regency can increase, thereby supporting the economic welfare of the local community.
The method used is descriptive research with a qualitative approach, involving data collection techniques such as observation, interviews, and documentation. The data is analyzed qualitatively using the strategy analysis indicators according to Geoff Mulgan (2009), which include objectives, steering environment, actions, and learning.
The research results show that strategies to increase coffee production can be carried out through providing environmentally friendly materials and developing a more stable pricing system. It is hoped that these steps will be a solution to support coffee farming businesses in this region. It is hoped that these findings will provide strategic recommendations for the Department of Agriculture in formulating more effective and sustainable policies.
