The Role of Social Services in Overcoming Vagrants and Beggars in Medan City
Abstract
Social problems are one of the main problems faced by many developing
countries, including Indonesia. One of the common problems found around us is
homelessness and beggars. As a big city, Medan City is not free from the problem of
homeless people and beggars. The Medan City Social Service has a role as a
government organization responsible for handling and overcoming social problems,
in this research especially homeless people and beggars. Based on this background,
the problem in this research can be identified, namely regarding the role of the Social
Service in efforts to overcome homelessness and beggars in the city of Medan. Based
on the problem formulation in this research, the Medan City Social Service has
carried out its role in efforts to deal with homeless people and beggars. The handling
process carried out by social services is to carry out several efforts, including
preemptive, preventive, responsive and rehabilitative efforts. Preventive efforts are
programs that are carried out as early as possible with the aim of prevention.
Preventive Efforts are outreach programs that provide employment opportunities to
vulnerable community groups. Responsive efforts are programs carried out with the
aim of controlling things, such as raids. Rehabilitative efforts are rehabilitation
programs carried out in shelters such as social institutions. The results of this research
show that the program carried out by the Medan City Social Service and based on
Regional Regulation No. 4 of 2008 concerning handling homeless people and beggars
has been carried out well, but there are still shortcomings in implementing preventive
efforts because there is no program that aims to provide employment opportunities
for vulnerable communities, lack of facilities and infrastructure such as the absence of
social institutions belonging to the Medan City Social Service and lack of public
awareness. Data collection techniques in this research were carried out using interviews, observation, documentation, and then analyzed using a qualitative
approach.
