dc.description.abstractThis study aims to analyze the Social Protection Policy in the Pension Guarantee Program for retirees in Medan City. The study will identify whether the program is necessary for workers and assess whether the pension benefits provided are sufficient to meet basic needs such as food, healthcare, and transportation. The research findings are expected to provide input to the government in optimizing the pension guarantee program policy by considering various factors, including benefits, eligibility requirements, contributions, and increasing participation. The research approach used is a qualitative approach. Data collection was carried out through interviews, observations, secondary data, documentation, and literature reviews. Furthermore, this study uses policy analysis indicators according to William Dunn (2003), including problem formulation, forecasting, policy recommendations, policy monitoring, and policy evaluation. In this study, the author will focus only on problem formulation as the main focus in analyzing the pension guarantee program policy. The problem formulation in this research is a systematic process involving several key steps to understand policy issues in depth. The results show that the Pension Guarantee Program policy has not been able to improve the welfare of retirees. This is evident from the income they receive, which cannot cover basic needs such as food, healthcare, and transportation. Additionally, many retirees struggle to maintain a decent standard of living because their post retirement income is significantly lower than their earnings while working. Therefore, the Pension Guarantee Program policy needs to be reviewed to address the gap in benefits compared to countries in Asia and Europe.en_US
