The Participation of The Community in The Development Planning of Padang Brahrang Village Selesai District Langkat Regency
Abstract
This research aims to examine community participation in development planning, government transparency, and the collaboration between stakeholders in Padang Brahrang Village. The benefit of this research is to gather information on the forms of community participation in Padang Brahrang Village, which has begun to experience a shift away from voluntary participation in village development.
This study employs qualitative methods. Data collection techniques include observation, interviews, documentation, and literature studies. Informants were selected using purposive sampling, comprising the Head of Village Empowerment (PMD), the Village Head, the Village Secretary, the Chairperson of the Village Consultative Body (BPD), the Chairperson of the Village Community Empowerment Institute (LPMD), the Head of Hamlet, and members of the community.
The results of the study in Padang Brahrang Village are as follows: First, community involvement is still minimal and dominated by certain groups. Second, the transparency of development is unsatisfactory as it is only conducted within the development planning forums. Third, synergy exists between the village government, BPD, LPMD, hamlet heads, and private parties. However, formal and structured collaboration across administrative regions in the form of cross-sector partnerships is still lacking. The first recommendation is that the village government should conduct socialization efforts to enhance community participation. Second, utilize village announcement boards or websites to maximize transparency. Third, establish partnerships to optimize village development.
