dc.description.abstractThe waste bank was established because of public concern about the environment which is increasingly filled with both organic and inorganic waste. Medan City is one of the cities that has a high amount of waste discharge. This large amount of waste will certainly cause many problems, so there is a need for the Environmental Service to play a role in developing a Waste Bank in Medan City. The aim of this research is to examine and analyze the role of the Environmental Service in developing waste banks in Medan City. The method used in this research is descriptive with a qualitative approach. Data collection was carried out using interview, observation and documentation techniques. The data obtained was analyzed qualitatively using Jones' Role Theory approach which consists of Regulatory Roles, Enabling Roles, Direct Providers of Goods and Services and Service Providers. In this research, to check the validity of the data, researchers focused more on comparing observational data with interview data. The results of this research show that in the regulatory role the Environmental Service is given the authority to develop a Waste Bank in Medan City and this has been regulated in Medan Mayor Regulation Number 39 of 2022. The regulatory role has been well understood by all officers. Then the activating role carried out by the Environmental Service has also been said to be good, where the community has been given socialization and training in waste processing so that the community participates in Waste Bank activities. The Medan City Environmental Service also gives appreciation to the people who actively participate, thereby creating motivation in Waste Bank activities. Furthermore, the indicators for providing goods and services are considered to be still not optimal, with the Environmental Service having difficulty providing goods directly due to budget constraints. Meanwhile, providing Environmental Service services is still hampered by administrative and bureaucratic activities. Lastly, the Medan City Environmental Service service provider is good, where people get service quickly so they don't have problems when they want to take part in Waste Bank activities. Suggestions that can be given to the Medan City Environmental Service are to be more united in developing the Waste Bank so that synergy can be built in solving the waste problem in Medan City.en_US
