dc.description.abstractThis research examines the application of collaborative governance in enhancing tourist visits in Samosir Regency, focusing on the Samosir Music International (SMI) 2023 program. Using a descriptive qualitative method, this study reveals that SMI is a form of collaborative governance implementation that involves government, private sector, and community participation. The results show that despite facing challenges such as limited funding and suboptimal participation, SMI successfully increased the number of tourists and had a positive impact on the local economy. This study concludes that collaborative governance has great potential in regional tourism development, but still requires improvement in coordination among stakeholders for effectiveness.en_US
