dc.description.abstract | This research examines the importance of the literacy movement as an effort to improve literacy skills in Labuhanbatu Regency, which has been declared as the "Literacy Regency" since 2015. Despite numerous efforts, many obstacles still hinder the achievement of 21st-century literacy skills, which are essential to meet the demands of modernity. The main issue in this research is whether the literacy movement and orientation towards literacy skills in Labuhanbatu Regency can be developed to achieve 21st-century literacy skills. The objective of the research is to analyze the literacy movement in Labuhanbatu Regency, to identify the concept of literacy development aligned with 21st-century skills, and to develop a literacy movement model relevant to the demands of 21st-century literacy. The research uses a descriptive qualitative approach, with data collected through in-depth interviews, observations, and document analysis. The research is conducted in Labuhanbatu Regency, North Sumatra, an area highly committed to literacy development. The results suggest that the literacy movement in Labuhanbatu Regency has undergone significant development since 2015, marked by the growth of public reading rooms and literacy communities. However, to achieve 21st-century literacy skills, it is necessary to develop a more structured and integrative concept of literacy movement, with a model that accommodates social changes and addresses the need for more complex literacy skills. | en_US |
