dc.description.abstract | Public service transparency is needed to improve and gain public trust.
The lack of transparency usually occurs in government offices where many people
visit. One of them is Dina which is related to making business permits, namely the
Medan City Investment and One Stop Integrated Services Service. In this
department, there are still complaints from the public regarding the dissemination
of information in making business permits. This shows that there are obstacles in
transparency in making business permits. This research aims to describe in detail
the transparency in making business permits at the Medan City Investment and
One Stop Service.
The research method used in this research is descriptive research with a
qualitative approach. Data collection was carried out using interview, observe
and documentation techniques. The data obtained were analyzed qualitatively
using the Transparency theory approach proposed by Dwiyanto, including the
dimensions of the level of openness of the public service delivery process, ease of
service regulations and procedures, and ease of obtaining information.
The results of this research show that there has been transparency in
making business permits at the Medan City Investment and One-Stop Integrated
Services Service. In the dimension of the level of openness, the implementation
process has undergone changes where information regarding services is
disseminated openly and can be accessed freely by the public. This information
includes matters relating to the requirements for making a business permit, costs
for making a business permit, time for making a business permit, and procedures
for making a business permit. Then, in the dimension of ease of service
regulations and procedures, there are changes where information relating to
regulations and procedures is open. The public can access these regulations and
procedures through the official website of the department. Furthermore, in the
dimension of ease of obtaining information, there are several things that can be
done, namely disseminating information through various social media,
disseminating information through the official website, conducting a pick-up and
drop-off program, and conducting a cheerful Thursday program. Apart from that,
there is a need to improve services to people who do not understand the use of
information technology and increase the number of Cheerful Thursday service
