Management of Active Dynamic Archives in the Secretariat Section of the Library and Archives Service of North Sumatera Province
Abstract
Background of the problem: Active Dynamic Archive Management that occurs
in the Secretariat Section at the North Sumatra Province Library and Archives
Office which includes archive creation, archive use, archive maintenance, and
archive depreciation.
Purpose: To find out how Active Dynamic Archive Management is in the
Secretariat Section at the North Sumatra Provincial Library and Archives Office.
Methods: The methods of data collection include literature review, observation,
interviews, and documentation.
Results: Based on the results of this writing, it can be said that the activities of
Active Dynamic Archive Management in the Secretariat Section at the North
Sumatra Provincial Library and Archives Office are carried out in four ways,
namely: 1) the creation of active dynamic archives follows the guidelines for
managing incoming letters and outgoing letters based on the Governor Regulation
number 32 of 2020 and the ANRI regulation number 4 of 2021 concerning the
instructions for implementing active archive management within the ANRI
environment. 2) The use of archives is not open to the public, archives may only
be loaned to units and fields in the Library and Archives Service of North Sumatra
Province. 3) Archive maintenance is carried out in an effort to prevent archive
damage by maintaining the quality of the archive storage room. 4) Depreciation is
carried out based on the guidelines in Law No. 43 of 2009 which includes:
moving archives, destroying archives, and handing over archives.
Conclusion: The activity of active dynamic archive management at the Library
and Archives Service of the Province of North Sumatra has been carried out well,
but there are still some obstacles in the management of dynamic archives such as:
storage of archives still using cardboard-based storage boxes that are still
vulnerable to water and termites, archive rooms and facilities that are still
inadequate, and lack of human resources in the field of archive shrinkage.
