The Building Management Information System (SIMBG) is a website-based electronic system that provides licensing services for Building Approval (PBG), Certificate of Functioning (SLF), SBKBG, RTB. This system is implemented by Deli Serdang Regency with the aim of providing a number of guarantees of building licensing services such as the creation of accountability, transparency, efficiency and effectiveness for people who want to submit applications. However, the government's commitment has not been maximized in providing services through the Building Management Information System (SIMBG) so that the community has not felt the Value of the benefits of the electronic system. This shows that there are obstacles in the implementation of the Building Management Information System (SIMBG). This study aims to examine and describe the realization of the successful elements of the implementation of Egoverment through the Building Management Information System (SIMBG) in Deli Serdang Regency.
The research method used in this research is descriptive research with a qualitative approach. Data collection is done by interview, observation, documentation, and literature techniques. The data were analyzed qualitatively with the elements of success from the JFK Harvard School of Government, including: Support (government Support), Capacity (government Capacity), and public value (Value obtained by the community).
The results of the study show that the element of Support (government Support) does not yet have the strength of regulations governing the Building Management Information System (SIMBG) from the center to the regions. Then, in the Capacity indicator, it has not been fully fulfilled due to limited human resources (HR) at the Deli Serdang Regency Cipta Karya and Spatial Planning Office as the Technical Service and the inability to provide adequate financial resources, infrastructure, and facilities and infrastructure. Finally, in the public value indicator, the community can apply for PBG without having to go to the relevant Dinas. However, technical services need to increase human resources and facilities and infrastructure that Support services so that they are responsive in examining applicant file documents. Improvements are also needed to the service operational standards and required documents to make it easier for the community to apply. In addition, socialization is needed that is carried out evenly in every sub-district in Deli Serdang Regency as well as through social media and other digital platforms. Thus, the various obstacles described must be addressed in order to realize the success of using a web-based electronic system.
