The Performance of the Bengkalis Regional Disaster Management Agency in Disaster Management of Forest and Land Fire in Tasik Serai Barat Village, Talang Muandau Sub-District
Abstract
The performance of a public sektor organization is the totality of the work
achieved by an organization, seen from the extent to which the organization can
achieve predetermined goals. The problem that arises is that there is still a lack of
maximum efforts to overcome forest and land fire disasters carried out by BPBD
Bengkalis. This study aims to describe and analyze the performance of BPBD
Bengkalis in overcoming forest and land fires in Tasik Serai Barat Village, Talang
Muandau District.
This research was conducted using a descriptive method with a qualitative
approach. Data collection was carried out through interview techniques,
observation and documentation at the Bengkalis BPBD Office. Data analysis was
carried out using the concept of Public Organization Performance by Moehariono
(2010: 110), which consists of input, output, and outcome indicators. Through
these indicators, researchers will describe the level of achievement of BPBD
Bengkalis in the implementation of forest and land fire disaster management to
realize the organization's goals, objectives, vision and mission.
The results of this study indicate that the performance of BPBD Bengkalis
seen from the input indicator is still not well implemented due to limited Human
Resources (HR) and budget for disaster management. Furthermore, the
performance of BPBD Bengkalis seen from the output indicator is also considered
not optimal. This is due to several factors, such as the unmet need for dirt bike
vehicles for personnel mobility to the scene, the absence of socialization to the
people of Tasik Serai Barat Village, and training that is only limited to the Fire
Care Community (MPA) and is rarely carried out regularly. In addition, the
general public has not felt the benefits of training, and supervision at the
watchtower has not been carried out optimally. Meanwhile, the performance of
BPBD Bengkalis seen from the outcome indicator is also considered not optimal.
Although it has succeeded in reducing the area affected by fire disasters, forest
and land fires still occur every year in Tasik Serai Barat Village.
