Posbindu Non-Communicable Disease (PTM) program is a program to
tackling Non-Communicable Diseases. Non-communicable diseases cause the most
deaths in Indonesia and due to the high number of NCDs have a negative impact
on state finances. Based on data obtained from the Onan Runggu Health Center,
the number of people with hypertension, diabetes mellitus and stroke is still quite
high in the Onan Runggu sub-district. This study aims to determine and analyze the
role of Puskesmas in reducing the number of non-communicable diseases in an
effort to improve the quality of health services through the Posbindu Ptm program
(Case Study: Puskesmas of Onan Runggu District). The method in the research is
qualitative with data collection techniques carried out through interviews,
observation, and documentation. The data obtained were analyzed qualitatively
with the Jam Ife and Frank Tesoriero (2008) theoretical approach covering four
indicators, namely the Facilitative Role, Educational Role, Representative Role and
Technical Role. The results of this study indicate that the Onan Runggu Health
Center has implemented the Posbindu PTM program to reduce the number of NCDs
which is not optimal. In its implementation there are still limitations such as the
lack of human resources or employees in running the entire puskesmas program,
the lack of community interest in participating in the program and the lack of
cooperation between the puskesmas and outside parties in running the Posbindu
PTM program.
