Livestock farming has long been a source of livelihood for rural residents. This also applies in the Buffer Zone Area of Gunung Leuser National Park in Bahorok District. The aim of this research is to determine the internal and external factors that cattle farms in the Buffer Zone have and then analyze business development strategies based on external and internal factors. This research uses a qualitative descriptive method by obtaining data through surveys and observations. The total number of respondents was 100 breeders. The research results show that livestock conditions in the Buffer Zone area still apply an extensive maintenance system by grazing livestock on oil palm plantations which can result in conflicts between tigers and livestock. The non-financial analysis of cattle farming businesses in the Buffer Zone Area in the technical aspect is sufficient to meet the criteria in the assessment, and management aspects, market aspects, institutional aspects have not met the assessment criteria, and the results of the research show that the SWOT quadrant results place the position of cattle farming in the Taman Buffer Zone Area Gunung Leuser National in Bahorok District is in quadrant I, so the strategy that can be used is an aggressive or S-O strategy
