dc.description.abstractThis research was conducted to understand the implementation of the Digital Population Identity Service Policy at the Population and Civil Registration Office of DKI Jakarta Province, which has not been maximally assisting in fulfilling the needs of the service recipient community. This study uses a descriptive qualitative research method. Data collection was carried out using interview, observation, and documentation methods. This study uses the implementation theory of Van Meter and Van Horn, which states that the success of the implementation of the Digital Population Identity policy is related to variables such as Standards and Objectives, Resources, Characteristics of the Implementers, Dispositions of the Implementers, Communication Between Organizations, and the Environment (economic, social, and political) during the implementation. The research findings indicate that the implementation of the Digital Population Identity Service policy can assist the population of the DKI Jakarta Province in services provided by PT. KAI, Bank DKI, and public service activities of the Population and Civil Registration Office of DKI Jakarta Province. From the perspective of infrastructure and facilities, the current Digital Population Identity application is only connected to transportation services for train travel, banking services by Bank DKI, and public services by the Population and Civil Registration Office of DKI Jakarta Province. Other collaborations have not yet been covered by the Digital Population Identity application. Therefore, the Digital Population Identity application should be optimized in accordance with the public's expectations, which is to replace the physical e-ID card for use in public services and other private sector services. This limitation means that the Digital Population Identity application has not yet reached the needs of service recipients, and as a result, the public is less supportive because they are not getting the maximum benefits.en_US
